Francesco is Vice President of Fincantieri Marine Group (FMG) responsible of industrial planning, innovation and operations development across all Fincantieri’s Shipyards in the US. His role encompasses developing integrated production planning, fostering research and innovation programs, ensuring efficient execution, and managing capital investments. He collaborates with technical innovation hubs to identify concepts that enhance production and create business opportunities, while harmonizing industrial strategy across U.S. operations and driving cross-fertilization of innovations throughout Fincantieri's global network.
He previously served as Deputy Chief Operating Officer of FMG, where he supported executive leadership in coordinating and advancing U.S. operations while driving innovation and technological advancement in shipbuilding through Artificial Intelligence, Advanced Manufacturing, and Industry 4.0 solutions.
Earlier, as Director of Naval Programs for the Italian Navy, he oversaw asset management, operations analysis, capital projects, budgeting, maintenance systems, integration of new operational capabilities, and strategic initiatives. He also served as Military Attaché at the Embassy of Italy in Washington, D.C., where he led defense procurement and supported security cooperation efforts.
Francesco graduated from the Italian Naval Academy and earned a combined Bachelor and Master of Science in Naval Architecture and Marine Engineering from the University of Naples "Federico II". After completing Professional Military Education at both the Service and Joint levels, he was awarded Master of Arts degrees in International Security Studies and Military Studies and Strategy. His academic credentials also include a PhD-level postgraduate degree in Warship Design issued by the Italian Navy.
A U.S. Navy-qualified Surface Warfare Officer, he served twice as Chief Engineer aboard major Italian Navy surface combatants, retiring in 2023 with the rank of Captain (O-6) after 26 years of service. He received numerous military and civilian honors including the Navy and Marine Corps Achievement Medal and other Joint and Single Service awards.
He is a certified Professional Engineer by the Italian Ministry of University, Education, and Innovation and holds a current Program Management Professional (PMP)® certification from the Project Management Institute.
Francesco reside in Bethesda (MD) with his wife Margherita and two sons.
